We have received news of the U.S. Supreme Court ruling in the Dobbs vs. Jackson
Women’s Health case that effectively overturns Roe vs. Wade, the 1973 decision that
legalized the termination of a pregnancy up to minutes before birth. We rejoice at this
decision of the Supreme Court because it is an affirmation that every precious life
created by God should be protected under law. So many millions of lives have been
extinguished under the shadow of Roe vs. Wade these past 50 years. View PDF: Bilingual

Let us take this moment as a Church to continue to show our compassion and support
for women, children, and families. This Supreme Court decision is not an occasion to
gloat or condemn others, it is a time to affirm God’s gift of life to all.

Even as we welcome this news at the federal level, we are greatly concerned by the
response of our State of California’s political leaders to expand the accessibility and
availability of abortion here. They are even proposing a State Constitutional
Amendment to enshrine the right to abortion on demand. As faithful citizens we must
raise our voices against this proposed amendment! We are called in our Baptism to
protect life at every stage. This is such a moment.

Finally, let us be mindful that abortion is a divisive and emotional topic, both in society
and even within our Church. We may find ourselves confronted by those who do not
share our views. Please remember that our reverence for human life and dignity
compels us to treat all our brothers and sisters with respect, even if they struggle to
accept the teaching of our Church on abortion. In the spirit of the current Synod, let us
listen to each other and journey together, even on the most difficult roads.

My prayers are with you in this moment of gratitude to God and continued commitment to life.

Hemos recibido la noticia sobre la decisión de la Corte Suprema en el caso Dobbs vs.
Jackson Women’s Health que efectivamente anula el caso Roe vs. Wade, la decisión de
1973 que legalizó la terminación de un embarazo hasta minutos antes del nacimiento.
Nos alegramos con esta decisión de la Corte Suprema porque afirma que cada vida
creada por Dios es valiosa y debe ser protegida bajo la ley. Millones de vidas han sido
extinguidas bajo la sombra de Roe v. Wade en los últimos 50 años.

Tomemos este momento como Iglesia para seguir mostrando nuestra compasión y
nuestro apoyo para las mujeres, los niños, y las familias. Esta decisión de la Corte
Suprema no es una ocasión para presumir o condenar a los demás, es un tiempo de
afirmar el don de la vida que Dios nos da.

Al mismo tiempo que le damos la bienvenida a estas noticias a nivel federal, nos
preocupamos por la respuesta de nuestros líderes políticos del Estado de California de
expandir el acceso y la disponibilidad del aborto aquí en nuestro estado. Incluso están
proponiendo una Enmienda a la Constitución Estatal para entronizar el derecho al
aborto bajo demanda. ¡Como ciudadanos fieles debemos alzar nuestras voces contra
esta propuesta de enmienda! Estamos llamados en nuestro Bautismo a proteger la vida
en cada etapa. Este es el momento.

Finalmente, estemos conscientes de que el aborto es un tema divisivo y lleno de
emoción, tanto en la sociedad como dentro de nuestra Iglesia. Puede que nos
encontremos enfrentados por aquellos que no comparten nuestras perspectivas. Por
favor recuerden que nuestra reverencia por la vida y dignidad humana nos llama a tratar
a todos nuestros hermanos y hermanas con respeto, aún si se les hace difícil aceptar la
enseñanza de nuestra Iglesia sobre el aborto. En el espíritu del Sínodo actual,
escuchémonos el uno al otro y caminemos juntos, incluso en los caminos más difíciles.

Peace and wellbeing to you and to your families.

“I pray not only for them, but also for those who will believe in me through their word, so
that they may all be one, as you, Father, are in me and I in you…” (Jn 17:21) This is the
beautiful petition Our Lord Jesus makes in John’s Gospel, that all people of the earth may
experience the same unity and connection that exists between himself and God, the
Father. What a powerful prayer this is to show us how important it is to our Lord that we
treat each other with dignity and respect despite any differences we may have, whether it
is our country of origin, how much money we earn, age, gender, or skin color. View PDF: Bilingual

Our Diocese is a place where these differences are plain to see. We celebrate the
presence of the many cultures and races within our faith communities for they show us the
many and beautiful ways that God manifests Himself in our midst. Likewise, our state and
our nation also reflect this colorful fabric of culture and race. Yet, even as we profess to
celebrate this, a darkness clouds our hearts, building walls of division and animosity
among God’s children. We must acknowledge today that racism is still a part of us – in our
country, in our communities, even in our churches.

The events of recent days and years – from the tragic mass shooting in Buffalo, New York
earlier this month to the arrival of asylum-seeking refugees from Central and South
America and other parts of the world to the killing of George Floyd – have forced us to
confront the reality that racism is still with us, creating a terrible toll of hatred and death,
and that’s not who we are as children of God.

The sin of racism is not often confessed, and it is rarely discussed among the Catholic
faithful. Does this mean we are somehow immune to it? Of course not. Those who have
experienced racial discrimination carry a great deal of pain with them and some are not
eager to talk about it. For those who come from cultural groups that historically perpetrated
acts of racism, it is an uncomfortable topic to acknowledge, let alone discuss.

But these recent events have led the Church in the United States, in California and right
here in our Diocese to begin a process of confronting racism, both in society and within
Herself. It began with U.S. Bishops’ 2018 Pastoral Letter against racism “Open Wide Our
Hearts.” In 2020 the Bishops of California formed a committee to examine the presence of
racism in the Church. This included powerful listening sessions with African American
clergy and bishops, who shared painful stories of experiencing racial discrimination during
their ministry. That same year Bishop Gerald Barnes established a Diocesan Anti-Racism
Committee, which I as Ordinary Bishop have whole-heartedly chosen to continue. The
current Synodal Consultation process has included members of the African American

community, who were invited to share their experiences of racism in their life and ministry.
And for the past decade we have raised the issue of racism within our diocesan Building
Intercultural Competencies for Ministers (BICM) training that is required of all church
employees here.

These discussions have not been easy. People of good will and good intention in our faith
communities have reacted negatively to the raising up of racism as an enduring sin. We
may say that our words or actions that are perceived by someone as racist were not
intended as such by us and so therefore, they cannot be considered racism. This way of
thinking discounts the perception and the experience of the one who feels victimized. We
must be willing to stand in their shoes, to consider their experience and imagine how our
behaviors might be received. It takes courage, it takes asking God to forgive us and to
enlighten us, it takes asking our brother or sister to forgive us, it takes being willing to
forgive our brother or sister, allowing Christ’s love to remain in our hearts.

This is a painful process but let us recognize God’s hand at work in it and open ourselves
to the change that He seeks in us. For the Lord Jesus also promised us in Luke’s Gospel –
“There is nothing hidden that will not become visible, and nothing secret that will not be
known and come to light.” (Lk 8:17) Thank you for reading this reflection. Let us continue
to pray for each other and to celebrate our shared place together as the Body of Christ.

Paz y bienestar esté con ustedes y sus familias.
“No ruego sólo por éstos, sino también por todos aquellos que creerán en mí por su
palabra. Que todos sean uno como tú, Padre, estás en mí y yo en ti. Que ellos también
sean uno en nosotros, para que el mundo crea que tú me has enviado.” (Juan 17:20-21).
Esta es la bella petición de Nuestro Señor Jesús en el Evangelio de Juan, que todas las
personas en la tierra tuvieran la experiencia de unión y conexión que existe entre Él y Dios
Padre. Que oración tan poderosa que nos enseña lo importante que es para nuestro
Señor que nos tratemos con dignidad y respeto a pesar de las diferencias que puedan
existir entre nosotros, ya sea nuestro país de origen, la cantidad de dinero que tenemos,
la edad, el género, o el color de nuestra piel.

Nuestra Diócesis es un lugar donde estas diferencias se ven claramente. Celebramos la
presencia de las varias culturas y razas dentro de nuestras comunidades de fe porque nos
enseñan las varias y bellas maneras en que Dios se manifiesta en medio de nosotros. De
la misma manera, nuestro estado y nuestra nación también reflejan esta tela vibrante de
cultura y raza. Sin embargo, al mismo tiempo que profesamos celebrar esta diversidad
vemos que una oscuridad nubla nuestros corazones y construimos muros de división y
hostilidad entre los hijos de Dios. Tenemos que reconocer que el racismo todavía existe
entre nosotros-en nuestro país, en nuestras comunidades, incluso en nuestras iglesias.

Los eventos de los meses y años recientes- del trágico asesinato en masa en Buffalo,
Nueva York a principios de este mes hasta la llegada de refugiados de Centro y Sur
América y otras partes del mundo que buscan asilo y el asesinato de George Floyd-nos
han forzado a enfrentar la realidad de que el racismo todavía está con nosotros, cobrando

California y aquí en nuestra Diócesis comience un proceso de enfrentar el racismo, tanto
en la sociedad como dentro de la Iglesia misma. Comenzó en los Estados Unidos con la
Carta Pastoral de los Obispos en 2018 “Abramos Nuestros Corazones.” En 2020 los
Obispos de California formaron un comité para examinar la presencia del racismo en la

Iglesia. Esto incluye sesiones de escucha con clérigos y obispos Afroamericanos, que
compartieron sus historias dolorosas de experimentar discriminación racial durante su
ministerio. El mismo año el Obispo Gerald Barnes estableció un Grupo de Trabajo
Diocesano en Contra del Racismo, el cual yo, como Obispo Ordinario he escogido seguir
apoyando de todo corazón. El proceso actual de Consulta Sinodal ha incluido miembros
de la comunidad Afroamericana, quienes fueron invitados a compartir sus experiencias de
racismo en su vida y ministerio. Y por la última década hemos discutido el asunto del
racismo dentro de nuestro entrenamiento Desarrollando Competencia Intercultural para
Ministros (BICM por sus siglas en inglés) que es un requisito para todos los empleados de
la iglesia en nuestra Diócesis.

Estas discusiones no han sido fáciles. Personas de buena voluntad e intención dentro de
nuestras comunidades de fe han reaccionado negativamente al hablar del racismo como
un pecado que perdura. Quizás digamos que cuando nuestras palabras o acciones
fueron percibidas como racistas por alguien no era nuestra intención de que fueran
tomadas de esta manera y, por lo tanto, no pueden ser consideradas racistas. Esta forma
de pensar no valora la percepción y la experiencia de la persona que se siente
victimizada. Tenemos que estar dispuestos a ver las cosas desde su perspectiva, a
considerar su experiencia e imaginarnos como es que nuestros comportamientos le
pueden afectar. Toma valor, y toma pedirle a Dios que nos perdone y nos ilumine, toma
pedirle a nuestro hermano o a nuestra hermana que nos perdone, toma estar dispuesto a
perdonar a nuestro hermano o nuestra hermana, permitiendo que el amor de Cristo
permanezca en nuestros corazones.

Este es un proceso doloroso, pero reconozcamos la mano de Dios trabajando en medio
de esto y abrámonos al cambio que Él busca llevar a cabo en nosotros. El Señor Jesús
también nos prometió en el Evangelio de Lucas- “No hay nada escondido que no deba ser
descubierto, ni nada tan secreto que no llegue a conocerse y salir a la luz” (Luc 8:17).
Gracias por leer esta reflexión. Sigamos orando el uno por el otro y celebrando nuestro
hogar compartido, juntos como Cuerpo de Cristo.

Peace and wellbeing to you and your families. We are all witnessing the
tragic armed conflict in Ukraine. The fear, violence and loss of life that
comes with war surely does not please our God, who hold precious every

I invite you to join me in prayer for the people of Ukraine, who now face a
grave threat to their safety and their freedom from Russian invaders. We
may be tempted to think that it is a world away, that it does not concern us.
But as the Rev. Martin Luther King, Jr. once taught us, a violation of human
dignity in one place becomes a threat to it in every place. Our Ukrainian
brothers and sisters join us as part of the Body of Christ, so we take up
their wounds and suffering in solidarity with them in this moment of
darkness. Let us also pray for all those in power, that they may experience
a conversion that leads them to honor the dignity of every life and to depart
from acts of war and violence in their decision making.

The Holy Father has called upon us to fast and pray for peace in the
Ukraine as we begin our Lenten journey on Ash Wednesday, March 2nd.
The impact of the war in Ukraine already has created great needs for those
suffering in this conflict. In the days to come look for opportunities in your
parish to contribute to the relief efforts already underway in Ukraine.

Thank you for your prayers and for your compassion in this time of peril in
our world. May the merciful and loving spirit of Our Lord Jesus Christ light
the way to a path of peace.

Paz y bienestar a ustedes y sus familias. Todos estamos presenciando el
trágico conflicto armado en Ucrania. El miedo, la violencia y la pérdida de
la vida humana ciertamente no le agrada a Dios, que valora
profundamente cada vida humana.

Los invito a que se unan a mí en oración por las personas de Ucrania, que
ahora enfrentan una grave amenaza a su seguridad y su libertad por
invasores rusos. Puede que estemos tentados a pensar que esto está
muy lejos de nosotros, que no nos afecta. Pero como una vez nos enseñó
el Reverendo Martin Luther King, Jr., una violación de la dignidad humana
en un lugar se convierte en una amenaza a la dignidad humana en todo
lugar. Nuestros hermanos y hermanas ucranianos se unen a nosotros
como parte del Cuerpo de Cristo, así que asumimos sus heridas y

the Tongan Communities in our Diocese and around the world as they cope with
the tragedies resulting from the Tsunami that struck the Tongan islands earlier

The earthquake and resulting tidal waves have caused catastrophic property
damage and loss of life. The Tongan people are experiencing grief and uncertainty
and we stand with them in this difficult hour. In a special way, I extend my
blessings to the Tongan Community of our Diocese, whose unique expression of
our Catholic faith has so enriched our multicultural fabric here. Please know that I
am with you in solidarity and that God walks with you in times of darkness such as
this.

In addition to offering our prayers and solidarity, I ask those who are able to

These moments of international tragedy remind us that we are indeed a Universal

Brothers and Sisters in Christ,

Our local Church continues to confront the issue of clergy sexual abuse of minors. We have done much
over the past two decades to address this terrible sin, putting strong structures and policies in place to
prevent it. We continue to acknowledge our past failures to protect children and we work toward healing
and reconciliation of victims of abuse in our Diocese. View PDF: Bilingual

Yet, we also must deal with the pain of new revelations in the news detailing allegations of abuse and
misconduct by trusted leaders in the Church. This is a reminder that we are still facing this evil and, thus,
the need for us to be vigilant in our efforts to protect children and to continue to educate all ministers of
our Church about this issue. The work of protecting our children belongs to the entire Body of Christ!

This year I have begun my Episcopacy as the Third Bishop of San Bernardino. Let me be very clear with
you that I condemn, in the strongest possible terms, the sexual abuse and/or harassment of a man,
woman or child in every case. It goes against everything that God intended when he created every human
person with an inherent dignity. As children of God, we are called to treat all our brothers and sisters with
the same love and respect with which we would be treated. (CCC, no 1964). To sexually assault or harass
another person is to diminish their human dignity and worth.

When I arrived in the Diocese of San Bernardino, I was so heartened to see all that is being done in this
local Church to address the issue of clergy sexual abuse of minors. We have established an entire
ministry, the Office of Child and Youth Protection, to oversee education and enforcement of our Safe
Environment policies; and we have a Victims’ Assistance Coordinator who provides pastoral and
emotional support to victims of abuse in the name of the Church. Because of these things, and the
ongoing commitment of our clergy and lay ministers, our parishes and Catholic schools are some of the
safest places for children and youth that you will find.

We’ve also taken some very important steps in recent years to acknowledge publicly past incidents of
abuse in our Diocese and work toward reconciliation with victims of abuse. In 2018, the Diocese published
a list of all priests credibly accused of sexual abuse of a minor over our 40-year history. We continue to
update that list on the diocesan website when we become aware of any new credible allegations. In 2019,
we were one of six dioceses in California to participate in the Independent Compensation Program (ICP
for Victim-Survivors of Sexual Abuse of Minors by Priests, an independent, voluntary program that has
allowed victims to receive financial compensation as a reparation for the abuse they experienced.

I extend my blessings and my deep appreciation to all who have shared in the work of our commitment to
protect children. We are becoming light in a place that once covered us in darkness.

Part of our responsibility in this ministry is to create an atmosphere of encouragement for those who have been abused to come forward and report it. As the leader of this local Church, I want to strongly
encourage anyone who has experienced the trauma of sexual abuse or harassment to please report it to
the proper authorities. Child abuse or harassment must be immediately reported. Child abuse must be
reported to police or county child protective services. Harassment must be reported to your employer or
pastor – depending on the nature and setting. You may visit the Office of Child and Youth Protection
website at www.docyp.org to get more detailed information on how to report abuse.

I know that this remains a painful issue for many, bringing feelings of shame, anger, and denial. Please
know that as your Bishop, I continue to hold you in prayer and our Church walks with you in your pain and
doubt. We have been humbled by this experience and we will use this humility to guide us on the path of
reconciliation that God lays before us. We are imperfect but we carry forth in hope. We allow God to
renew in us the holiness that we seek but cannot find on our own.
Let us all continue to pray for the healing of all victims of abuse and let us support each other in our
steadfast commitment to protect our precious young ones from harm through the Ministry of Child and

Youth Protection.

Nuestra Iglesia local sigue enfrentando el asunto del abuso de menores por parte del clero. Hemos
hecho mucho de nuestra parte a través de las últimas dos décadas para enfrentar este terrible pecado,
implementando estructuras y pólizas fuertes para prevenirlo. Seguimos reconociendo nuestras fallas
anteriores en proteger a los niños y trabajamos hacia la sanación y la reconciliación de las víctimas del
abuso en nuestra Diócesis.

Sin embargo, también tenemos que lidiar con el dolor de nuevas revelaciones en las noticias que detallan
alegaciones de abusos y mala conducta de parte de líderes confiados en la Iglesia. Este es un recuerdo
que todavía enfrentamos este mal y, por lo tanto, la necesidad de que estemos vigilantes en nuestros
esfuerzos por proteger a los niños y de continuar educando todos los ministros de la Iglesia sobre este
asunto. ¡El trabajo de proteger a nuestros niños le pertenece al Cuerpo de Cristo entero!

Este año he comenzado mi Episcopado como el Tercer Obispo de San Bernardino. Deseo hacer muy
claro que yo condeno, en los términos más fuertes posibles, el abuso sexual y/o el acoso de un hombre,
mujer o niño en cada caso. Va en contra de todo lo que Dios tuvo en mente cuando creo̒ a cada ser
humano con una dignidad inherente. Como hijos de Dios, estamos llamados a tratar a todos nuestros
hermanos y hermanas con el mismo amor y respeto con el cual queremos ser tratados (CIC, no 1964).
Asaltar sexualmente o acosar a otra persona es disminuir su dignidad y valor humano.

Cuando llegue̒ a la Diócesis de San Bernardino, me alentó ver todo lo que se está haciendo en esta
Iglesia local para enfrentar el asunto del abuso sexual de menores por parte del clero. Hemos
establecido un ministerio entero, La Oficina para la Protección de Niños y Jóvenes, para tomar cargo de
la educación y la implementación de nuestras pólizas de Ambiente Seguro; y tenemos un Coordinador de
Asistencia a Víctimas que provee apoyo pastoral y emocional, en nombre de la Iglesia, a las víctimas de
abuso. Gracias a esto, y el compromiso continuo de nuestro clero y nuestros ministros laicos, nuestras
parroquias y escuelas católicas son algunos de los lugares más seguros que existen para niños y
jóvenes.

También hemos tomado pasos muy importantes en los años recientes de reconocer públicamente
incidentes anteriores de abuso en nuestra Diócesis y de trabajar hacia la reconciliación con las víctimas
de abuso. En el 2018, la Diócesis publico̒ una lista de todos los sacerdotes creíblemente acusados de
abuso sexual de menores en nuestra historia de 40 años. Continuamos actualizando la lista en la página
web de la Diócesis cuando sabemos de nuevas alegaciones creíbles. En el 2019, fuimos una de seis
Diócesis en California que participamos en el Programa Independiente de Compensación (ICP) por sus

siglas en inglés para víctimas-sobrevivientes de abuso sexual por sacerdotes cuando eran menores, un
programa independiente y voluntario que le ha permitido a víctimas a recibir compensación financiera
como reparación del abuso que vivieron. Extiendo mis bendiciones y mi profunda apreciación a todos aquellos que han compartido en el trabajo de nuestro compromiso de proteger a los niños. Estamos siendo luz en un lugar que una vez estaba cubierto en oscuridad.

Parte de nuestra responsabilidad en este ministerio es crear un ambiente de ánimo para que aquellos que han sido abusados lo reporten. Como líder de esta Iglesia local, quiero animar fuertemente a cualquier persona que ha experimentado el trauma de abuso sexual o acoso que por favor lo reporte a las autoridades correctas. El abuso o acoso de niños tiene que ser reportado inmediatamente. El abuso de niños se debe reportar a la policía o a los servicios de protección de niños del condado. El acoso se
puede reportar a su empleador o párroco-dependiendo de la naturaleza y el contexto. Puede visitar la

Today, I wish to inform you of our diocesan response to the Apostolic letter, Traditionis
custodes, issued earlier this week by the Holy Father regarding the celebration of the Latin
Mass. In this document, Pope Francis has sought to place greater jurisdiction over the
celebration of this rite in the hands of the Ordinary Bishop. The document also calls us to unity
in the celebration of the Eucharist, reaffirming the primacy of the Ordinary form of the Mass
that we have practiced since the Second Vatican Council.

The celebration of the Latin Mass occurs on a limited basis in our Diocese, offered weekly in
two of our parishes. Having reviewed Traditionis custodes and reflected on the spiritual needs
that are fulfilled by the limited offering of the Latin Mass in our Diocese, I have made the
decision that we will continue to offer the Latin Mass at these two parishes on the current
schedule.

This will require me to make a dispensation from one article of Traditionis custodes. In
addition, the readings for these parish celebrations of the Latin Mass are to be proclaimed in
the vernacular language, using translations of the Sacred Scripture approved for liturgical use
by the United States Conference of Catholic Bishops. Finally, priests in our diocese who wish
to celebrate the Latin Mass at one of these two designated parishes will now need to first
obtain faculties to do so from the Diocesan Bishop.

In closing, let us remember that we are one in the celebration of the Eucharist, as we receive
essential nourishment by partaking in the real presence of the Body and Blood of our Lord
Jesus Christ. All the different rites of the Mass have this common purpose and gift to us.

Paz y bienestar esté con ustedes. Por favor sepan de mis bendiciones y oraciones continuas
para ustedes y sus seres queridos mientras caminan en nuestra bella fe Católica. Tengamos
siempre en nuestros corazones y nuestras mentes que Dios camina con nosotros, tanto en
tiempos buenos como tiempos restantes.

Hoy, quiero informarles de nuestra respuesta Diocesana a la carta Apostólica,Traditionis
custodes, emitida el 16 de julio del 2021 por el Santo Padre con respecto a la celebración de
la Misa en Latín. En este documento, el Papa Francisco ha buscado poner mayor jurisdicción
sobre la celebración de este rito en las manos del Obispo Ordinario. El documento también
nos llama a la unión en la celebración de la Eucaristía, reafirmando la primacía de la forma
Ordinaria de la Misa que hemos practicado desde el Concilio Vaticano Segundo.

La celebración de la Misa en Latin ocurre de manera limitada en nuestra Diócesis, se ofrece
semanalmente en dos de nuestras parroquias. Después de haber revisado y reflexionado
sobre las necesidades espirituales que se llenan por el ofrecimiento limitado de la Misa en
Latín en nuestra Diócesis, he tomado la decisión que continuaremos ofreciendo la Misa en
Latín en estas dos parroquias en el horario actual.

Esto requerirá que haga una dispensación de un artículo de Traditionis custodes. Además, las
lecturas para estas celebraciones parroquiales de la Misa en Latín se deben proclamar en el
vernáculo, usando la traducción de las Sagradas Escrituras aprobadas para uso en la liturgia
por la Conferencia de los Obispos Católicos de los Estados Unidos. Finalmente, los
sacerdotes de nuestra Diócesis que quieran celebrar la Misa en Latín en una de estas dos
parroquias designadas ahora necesitarán obtener primero las facultades del Obispo
Diocesano para hacerlo.

En conclusión, recordemos que somos uno en la celebración de la Eucaristía, ya que
recibimos la nutrición esencial al compartir en la presencia real del Cuerpo y la Sangre de
nuestro Señor Jesucristo. Todos los diferentes ritos de la Misa tienen este propósito y don en
común.

ECREE IMPLEMENTING THE MOTU PROPRIO,
TRADITIONES CUSTODES,
IN THE DIOCESE OF SAN BERNARDINO
IN THE NAME OF Goo. AMEN.
Whereas, the Supreme Pontiff Francis has issued an Apostolic Letter motu proprio On the Use of
the Roman Litw-gy Prior to the Reform of 1970, Traditionis custodes, effective immediately upon
promulgation in L ‘Osservatore Romano;
Whereas, according to this Apostolic Letter it is the exclusive competence of the diocesan bishop
“to authorize the use of the 1962 Roman Missal in his diocese according to the guidelines of the
Apostolic See” (Art. 2);
Whereas, the “bishop of the diocese in which until now there exist one or more groups that
celebrate according to the Missal antecedent to the reform of 1970 is to determine that these groups
do not deny the validity and the legitimacy of the liturgical refo1m, dictated by Vatican Council II
and the Magisterium of the Supreme Pontiffs”(Art. 3, § 1);
Whereas, the diocesan bishop “is to designate one or more locations where the faithful adherents of
these groups may gather for the eucharistic celebration (not however in the parochial churches and
without the erection of new personal parishes)” (Art. 3, § 2);
Whereas, the Mass according to the Missale Romanum of 1962 has been celebrated regularly in the
parishes of San Secondo d’Asti, Guasti and Sacred Heart, Palm Desert since the promulgation of the
motu proprio Summorum Pontificum of Pope Benedict XVI;
Whereas, according to canon 87, § I of the Code of Canon Law, “A diocesan bishop, whenever he
judges that a dispensation will contribute to their spiritual good, is able to dispense the faithful from
universal and particular disciplinary laws issued for his territory or his subjects by the supreme
authority of the Church.”
Therefore, I, the Most Reverend Alberto Rojas, by the Grace of God and favor of the Apostolic
See, Bishop of San Bernardino in California, do hereby decree the following:

1. It has been determined that the priests who celebrate the Mass regularly in the parishes
of San Secondo d’Asti in Guasti and Sacred Heart in Palm Desert do not deny the
validity and the legitimacy of the liturgical reform as dictated by Vatican Council II and
the Magisterium of the Supreme Pontiffs, and therefore may continue to use the 1962
Roman Missal (Art. 3, § 1).
2. Since it will contribute to the spiritual good of the faithful, to the extent that it may be
needed, a dispensation is granted from Art. 3, § 2 of Traditionis custodes authorizing the
use of the 1962 Roman Missal at the parish churches San Secondo d’Asti in Guasti and
Sacred Heart in Palm Desert. Eucharistic celebrations are permitted at these locations
using the Roman Missal promulgated by Saint John XXIII in 1962 on any or all days of
the year. In these celebrations the readings are proclaimed in the vernacular language,
using translations of the Sacred Scripture approved for liturgical use by the United States
Conference of Catholic Bishops (Art. 3, § 3).
3. Priests who already celebrate Mass according to the Missale Romanum of 1962 in the
Diocese of San Bernardino are authorized to continue to enjoy this faculty upon request
of the diocesan bishop (Art. 5).
This Decree is effective upon promulgation. Given at the Chancery of the Diocese of San
Bernardino in San Bernardino, California, on the Twenty-Third of July, in the Year of our Lord,
Two Thousand Twenty-One.

DECRETO QUE IMPLEMENTA EL MOTU PROPRIO,

EN LA DIÓCESIS DE S AN B ERNADINO
EN EL NOMBRE DE DIOS AMÉN.
CONSIDERANDO que el Sumo Pontífice Francisco ha publicado, en forma de motu proprio, una Carta
Apostólica, Traditionis custodes, sobre el uso de la liturgia romana antes de la reforma de 1970, la cual entra
en vigor inmediatamente al momento de su promulgación en L’Osservatore Romano;
CONSIDERANDO que conforme a esta Carta Apostólica es exclusiva competencia del obispo diocesano
«autorizar el uso del Missale Romanum de 1962 en la diócesis, siguiendo las orientaciones de la Sede
Apostólica» (Art. 2).
CONSIDERANDO que «el obispo, en las diócesis en las que hasta ahora hay presencia de uno o más grupos
que celebran según el misal anterior a la reforma de 1970 debe comprobar que estos grupos no excluyan la
validez y la legitimidad de la reforma litúrgica, de los dictados del Concilio Vaticano II y del Magisterio de
los Sumos Pontífices» (Art. 3, § 1);
CONSIDERANDO que el obispo diocesano debe «indicar uno o varios lugares donde los fieles
pertenecientes a estos grupos pueden reunirse para la celebración de la Eucaristía (no en las iglesias
parroquiales y sin erigir nuevas parroquias personales)» (Art. 3, § 2);
CONSIDERANDO que desde la promulgación del motu proprio Summorum pontificum del Papa Benedicto
XVI se ha celebrado con regularidad la Santa Misa conforme al Missale Romanum de 1962 en las parroquias
de San Secondo d’Asti en Guasti y Sagrado Corazón en Palm Desert;
CONSIDERANDO que a tenor del canon 87, §1 del Cόdigo de Derecho Canónico «el Obispo diocesano,
siempre que, a su juicio, ello redunde en bien espiritual de los fieles, puede dispensar a éstos de las leyes
disciplinares tanto universales como particulares promulgadas para su territorio o para sus súbditos por la
autoridad suprema de la Iglesia»;
Por lo expuesto, yo, S.E.R. Alberto Rojas, por la gracia de Dios y de la Sede Apostólica obispo de San
Bernardino en California, DECRETO lo siguiente:

1. Se ha determinado que los presbíteros que celebran la Santa Misa con regularidad en las
parroquias de San Secondo d’Asti en Guasti y Sagrado Corazón en Palm Desert no excluyen la
validez y la legitimidad de la reforma litúrgica, de los dictados del Concilio Vaticano II y del
Magisterio de los Sumos Pontífices, y por ende pueden continuar utilizando el Misal Romano de
1962 (Art. 3, § 1).
2. Puesto que esta contribuirá al bien spiritual de los fieles, hasta donde sea necesaria, se otorga una
dispensa del Art. 3, § 2 de Traditionis custodes autorizando el uso del Misal Romano de 1962 en
las iglesias parroquiales de San Secondo d’Asti en Guasti y Sagrado Corazón en Palm Desert. Se
permiten las celebraciones eucarísticas en estos sitios utilizando, en cualquier día o en todos los
días del año, el Misal Romano promulgado por San Juan XXIII en 1962. En estas celebraciones
las lecturas se proclamarán en lengua vernácula, utilizando las traducciones de la Sagrada
Escritura aprobadas por la Conferencia de Obispos Católicos de los Estados Unidos (Art. 3 § 3).
3. Los presbíteros que ya celebran según el Missale Romanum de 1962 en la Diόcesis de San

As a Diocesan community, we have eagerly awaited the time when our parishes, ministries
and schools could safely reopen, in accordance with public health guidelines. Although the
risks and impacts of COVID-19 in California have significantly diminished, we are not yet
truly in a pandemic-free world. As a Diocesan Church, we have journeyed in Faith and
Hope, ever thankful for the care and vigilance of our priests and pastoral coordinators in
watching over our parishioners for the last 15 months. For this, we give thanks! View PDF: English | Spanish

While many operational restrictions have been lifted effective June 15 th, let us continue to
remember our responsibility in caring and protecting one another – using sensible public
health precautions in each of our parishes, always mindful of the health, safety and well-
being of our parishioners, our clergy, staff and volunteers.

The attached ‘reopening directives’ should be implemented in our parishes, effective
Saturday, June 19 th, with respect to all sacramental, liturgical and worship activities held
within our churches. As in the past, Pastors/Administrators/Pastoral Coordinators may
choose to delay this complete re-opening until they believe they are ready for this
important step.

Specific directives for reopening of parish offices, including directives affecting employees,
volunteers and visitors will be issued at a later date, as workplace requirements for masks
are still being reviewed. I am hopeful that we can issue our directives for the workplace in
the next few days.

I also wish to let you know that effective July 1 st , 2021, I will be issuing a Decree to lift the
current general dispensation from the Sunday Mass and Holy Day obligation that we have
had since the beginning of the pandemic in March 2020. On July 1st , I will be inviting all of
the Catholic Faithful to return to Mass on Sundays and Holy Days in order to fulfill their
obligation to attend Mass. Welcome back home! Those who cannot attend Mass because
of age (65 years and older), sickness, or disability will continue to be excused and are
encouraged to make Sundays holy through personal prayer or viewing the televised or
livestreamed Mass sponsored by their local parish.

Should you have any specific questions with respect to these directives, please contact our
EOC Director, Ann Marie Gallant. Should Ann Marie not be able to resolve the question
due to its sacramental nature, Ann Marie will contact our Diocesan staff for final
determination. As a Diocesan Church we have been true in keeping the Faith alive under
the very trying conditions of the last 15 months; many have suffered and paid the price of
this pandemic. Let us especially keep in prayer the many loved ones who passed away
from the Coronavirus; may these loved ones rest in the eternal peace of Jesus, Our Good
Shepherd. Our Faith has sustained us in never losing hope that this day of our reopening
would be a reality and not just a dream. As we reopen our parishes next weekend for the
special celebration of Father’s Day, let us offer thanks to God for his fatherly protection
and care of all of us, and let us thank our priests for being true spiritual fathers in our
parishes. I ask the blessing of the Holy Trinity and Our Lady of Guadalupe over you and
your families as we return home to our parish communities to sing, to pray aloud, to offer
each other a smile of peace, and to rededicate our lives in the message of the Gospel
through the Mass so that People’s lives might be filled with a New Hope. Thank you for
your great Faith and please know I keep you in my constant prayers. Our Lady of

GUIDING PRINCIPLES AND OPERATIONAL GUIDELINES

Re-Opening Guidelines for Worship
Effective June 19, 2021

General Policy Directives
1. Effective June 19, 2021, all parishes within the Diocese of San Bernardino may
operate under the sacramental/liturgical/worship guidelines contained herein.
2. Parishes, at the election of the Pastor/Administrator/Pastoral Coordinator, may
continue with more stringent requirements, if the parish is located within a low or very
low vaccination rate zone as listed on the EOC listing of vaccination rates for at-risk
parishes. The EOC will send a weekly listing of at-risk parishes for parishes to consult.
3. Pastors/Administrators/Pastoral Coordinators should re-emphasize to parishioners,
staff and volunteers the critical importance of remaining at home if they are ill, or if a
member of their household is ill, given these relaxed reopening standards, as the
pandemic continues to threaten certain communities within Riverside and San
Bernardino counties.
Changes to Capacity/Social Distancing Regulations
1. Parishes may continue to offer sacraments, liturgies and worship services indoors,
without any COVID protocol restrictions, if indoor seating is 5,000 or less.
2. Parishes may continue to offer sacraments, liturgies and worship services outdoors,
without any COVID protocol restrictions, if outdoor seating is 10,000 or less, as
weather conditions permit.
3. There are no limitations on seating capacity other than those given by the applicable
fire department or city/county agencies for the parish buildings.
4. Although there are no limitations on seating capacity, parishes are still encouraged to
maintain a three (3) feet distance between seats.
Changes to Sanitizing/Hygiene Protocols
1. Deep cleaning before and after each service is no longer necessary.
2. Parishes are encouraged to maintain a thorough once daily cleaning on Saturdays
and Sundays, and during periods of high church use.
3. Priests/ushers/deacons/sacristans are encouraged to use hand sanitizers, before and
after services, to ensure safest protocols, given interaction with numerous individuals
in the performance of their pastoral and liturgical duties.
Changes to Mask Requirement
1. Masks are no longer required, indoors, for vaccinated persons.
2. Ushers/volunteers are strongly encouraged to wear masks, due to interaction with
numerous individuals who may or may not be vaccinated.
3. Due to the risk of marginalizing or stigmatizing those who elect not to receive the
vaccine, parishes are encouraged to post signage which states:
Parishioners/attendees/guests are encouraged to wear masks, if
health conditions exist, or as a personal choice, to ensure
maximum safety/precautions for all.

Changes to Liturgical/Sacramental/Worship Directives
(Except as noted, the following items/areas may be resumed as before the COVID pandemic.
However, Pastors/Administrators/Pastoral Coordinators may elect to maintain current COVID
protocols or continue prior pastoral COVID directives, as deemed necessary/preferred by their
parishes, due to continued COVID risk in their particular geographic area.)
1. Adoration of the Blessed Sacrament: Maintain three (3) feet separation, if possible.
2. Altar Servers: No restrictions
3. Baptisms: No immersion fonts; continue current practice for baptismal water.
4. Bulletins: No restrictions
5. Candles: No open flames outdoors, at any time.
6. Capacity Limits: Three (3) feet separation recommended; parish may decide.
7. Chalice for Priests: Priests should use their own chalice for the Mass.
8. Collection Baskets: Pole extensions, if preferred.
9. Communion on the Hand or Tongue: Continue current practice of one line for each.
Priest, Deacon, or Eucharistic Minister may say “The Body of Christ” to each
communicant who then responds, “Amen.”
10. Communion Cup for Assembly: The Blood of Christ is not given to the Assembly at
this time.
11. Communion Cup for Concelebrants: Individual cups are to be used for priests and
deacons.
12. Confessions: Sanitize seating at the conclusion of regularly scheduled service.
13. Confirmations: Continue current practice of cotton swabs for Chrism on forehead.
14. Crucifixes/Crosses: Kissing/touching not permitted by general congregation; priests
may do so if crucifix/cross is sanitized after service.
15. Funerals: Sprinkling of casket with Holy Water is now permitted.
16. Graveside Services: Adhere to the requirements of the cemetery operator.
17. Holy Water: Bottled individually for take home use only; no Holy Water in small fonts
or Baptismal Fonts. The sprinkling of Holy Water on persons or objects is permitted
from a clean source of Holy Water.
18. Hospitality: No self-help; servers continue to wear masks and gloves.
19. Incense: Not at this time.
20. LiveStream Masses: May continue, but not as substitution for obligation, except as
noted.
21. Masks for Parishioners/Attendees/Guests: Honor system for general parishioners.
22. Masks for Celebrants: See “Changes to Mask Requirements” above.
23. Masks for Ushers/Volunteers: See “Changes to Mask Requirements” above.
24. Missalettes: Not at this time, due to common shared use.
25. Photography: Mask required for photographer; no masks for those vaccinated.
26. Physical Distance: Three (3) feet separation recommended; parish may decide.

27. Procession: Continue three (3) feet separation for all processions.
28. Offertory: No restrictions
29. Our Father Recitation: Refrain from holding hands with other persons.
30. Pastoral Greetings of Parishioners: Refrain from hand-to-hand greetings; outdoor
group/individual exchanges for less than fifteen (15) minutes is encouraged.
31. Private Prayer/Devotion: No restrictions
32. Recessional: No restrictions
33. Sacred Objects/Statues: Kissing/touching not permitted by general congregation;
priests may do so if object is sanitized after conclusion of service.
34. Sanitation of Pews: Daily on weekends or after major liturgical/worship event.
35. Sanitizer for Priests/Deacons: Continue availability and use.
36. Sanitizer for Eucharistic Ministers: Continue availability and use.
37. Sanitizer for Ushers/Volunteers: Continue availability and use.
38. Sign of Peace at Altar for Priests/Deacons: Permitted without any physical contact or
touching.
39. Sign of Peace among Assembly: Permitted without any physical contact or touching.
40. Singing by Cantors: No restrictions
41. Singing by Choirs: No restrictions
42. Singing by Assembly: No restrictions
43. Vestments: Refrain from using common vestments; priests and deacons should only
wear their own vestments.
44. Visits to Homebound: No mask required if minister (priest, deacon, or lay minister) is
vaccinated; vaccination not required for homebound parishioner.
45. Visits to Hospitals/Convalescent Homes: Adhere to the requirements of the facility;
vaccination not required for the ill patient.
46. Votive Candles: No restrictions
47. Weddings: No restrictions

Queridos Hermanos y Hermanas en Nuestro Señor:

¡Paz y bienestar!

Como comunidad diocesana, hemos esperado ansiosamente el momento en que nuestras
parroquias, nuestros ministerios y nuestras escuelas pudieran reabrir de manera segura,
de acuerdo con las pautas de salud pública. Aunque los riesgos e impactos del COVID-19
en California han disminuido significativamente, todavía no estamos realmente en un
mundo libre de pandemias. Como Iglesia Diocesana, hemos caminado en Fe y
Esperanza, siempre agradecidos por el cuidado y la vigilancia de nuestros sacerdotes y
coordinadores pastorales que han cuidado de nuestros feligreses durante los últimos 15
meses. ¡Por esto, damos gracias!

Si bien, muchas restricciones operativas se han levantado a partir del 15 de junio,
sigamos recordando nuestra responsabilidad de cuidarnos y protegernos unos a otros,
utilizando precauciones se salud publica sensatas en cada una de nuestras parroquias,
siempre conscientes de la salud, la seguridad y el bienestar de nuestros feligreses,
nuestro clero, empleados y voluntarios.

Las ‘Pautas de Apertura’ adjuntas deben implementarse en nuestras parroquias, a partir
del sábado 19 de junio, con respecto a todas las actividades sacramentales, litúrgicas y de
culto que se llevan a cabo dentro de nuestras iglesias. Como en el pasado, los
párrocos/administradores/coordinadores pastorales pueden optar por retrasar esta
reapertura completa hasta que crean que están listos para dar este importante paso.
Las pautas específicas para la reapertura de las oficinas parroquiales, incluyendo pautas
que afectarán a los empleados, voluntarios y concurrentes, se emitirán en una fecha

transmitida en vivo.

verdaderos padres espirituales en nuestras parroquias. Pido la bendición de la Santísima
Trinidad y de Nuestra Señora de Guadalupe sobre ustedes y sus familias al regresar a
nuestro hogar, a nuestras comunidades parroquiales para cantar, orar en voz alta,

PRINCIPIOS A SEGUIR Y PAUTAS DE OPERACIÓN

Pautas Para El Culto Dada La Reapuertura
Entran en vigor el 19 de junio de 2021

Orientaciones de normativa general
1. A partir del 19 de junio de 2021, todas las parroquias en la Diócesis de San
Bernardino pueden operar conforme a las orientaciones
sacramentales/litúrgicas/cultuales expresas en este documento.
2. Las parroquias, a decisión del párroco/administrador/coordinador pastoral, pueden
continuar con requisitos más estrictos si la parroquia está ubicada en una zona con
un índice de vacunación bajo o muy bajo según lo indica la lista de EOC sobre los
índices de vacunación para las parroquias en riesgo. La EOC enviará una lista
semanal de parroquias en riesgo para que la consulten las parroquias.
3. Los párrocos/administradores/coordinadores pastorales deben enfatizar
repetidamente a los feligreses, empleados y voluntarios la suma importancia de
quedarse en casa si están enfermos o si alguien en casa está enfermo, dada la
flexibilidad de estas normas de reapertura, puesto que la pandemia continúa siendo
una amenaza para ciertas comunidades en los condados de Riverside y San
Bernardino.
Cambios a los reglamentos sobre cupo/distancia social
1. Las parroquias pueden continuar ofreciendo sacramentos, liturgias y celebraciones
de culto en el interior de un edificio, sin restricciones de protocolo COVID, si el cupo
es de 5000 personas o menos.
2. Las parroquias pueden continuar ofreciendo sacramentos, liturgias y celebraciones
de culto al aire libre, sin restricciones de protocolo COVID, si el cupo al aire libre es
de 10,000 personas o menos, según permitan las condiciones climáticas.
3. No hay límite en el cupo de los edificios parroquiales además del que impone el
departamento de bomberos correspondiente o las dependencias de la ciudad o el
condado.
4. Aunque no hay límite en el cupo, la exhortación a las parroquias de mantener una
distancia de tres (3) pies entre los asientos sigue en pie.
Cambios a los protocolos de saneamiento/higiene
1. Ya no es necesaria la limpieza a fondo antes y después de cada celebración.
2. Se exhorta a las parroquias a que mantengan la limpieza a fondo una vez al día los
sábados y domingos y cuando se use mucho la iglesia.
3. Se exhorta a los sacerdotes/ujieres/diáconos/sacristanes a que utilicen un
desinfectante para manos, antes y después de las celebraciones ―para garantizar
los protocolos más seguros― dada su interacción con numerosas personas en el
desempeño de sus deberes litúrgicos y pastorales.
Cambios al requisito de cubrebocas
1. Ya no se requieren cubrebocas, en espacios interiores, para las personas
vacunadas.
2. Se exhorta enfáticamente a los ujieres/voluntarios a que usen cubrebocas, dada su
interacción con numerosas personas que pueden estar vacunadas o no.

3. Debido al riesgo de marginar o estigmatizar a quienes han decidido no recibir la
vacuna, se exhorta a las parroquias a que coloquen en lugares visibles letreros que
digan lo siguiente:
Se exhorta a los feligreses/asistentes/concurrentes a que usen cubrebocas
si sufren de afecciones de salud o por decisión personal para garantizar la
seguridad y precauciones máximas para todos.
Cambios a las pautas litúrgicas/sacramentales/cultuales
(Excepto lo aquí indicado, los siguientes elementos/actividades pueden reanudarse según
fuera el caso antes de la pandemia de COVID. Sin embargo, los párrocos /administradores/
coordinadores pastorales pueden optar por mantener los protocolos actuales de COVID o
continuar acatando las anteriores orientaciones pastorales de COVID, según lo juzgue la
necesidad/preferencia de sus parroquias, debido al riesgo continuo de COVID en su zona
geográfica en particular).
1. Adoración del Santísimo Sacramento: manténgase una distancia de tres (3) pies, si
es posible.
2. Agua Bendita: embotellada individualmente para llevar a casa solamente; no se
permite que haya Agua Bendita en las fuentes pequeñas o en las fuentes o pilas
bautismales. Se permite la aspersión de Agua Bendita sobre las personas u objetos,
esta debe venir de una fuente limpia de Agua Bendita.
3. Bautismos: no se permiten fuentes/pilas de inmersión; continúese la practica actual
para el agua bautismal.
4. Bodas: no hay restricciones
5. Boletines: no hay restricciones
6. Cáliz para la congregación: la Sangre de Cristo no se da a la Asamblea en este
tiempo.
7. Cáliz para los concelebrantes: utilícese un cáliz para cada sacerdote y diácono.
8. Cáliz para los sacerdotes: los sacerdotes deben usar su propio cáliz para la Misa.
9. Canastos para la colecta: extensión con un tubo o palo, si se prefiere.
10. Canto por parte de la congregación: no hay restricciones
11. Cantores: no hay restricciones
12. Comunión en la mano o en la lengua: continúese la practica actual de una fila para
cada una. El Sacerdote, Diácono o Ministro de Comunión puede decir “El Cuerpo de
Cristo” a cada persona que comulga y la persona responde, “Amen.”
13. Confesiones: desinféctense los asientos al concluir las confesiones programadas de
ordinario.
14. Confirmaciones: continúese la práctica actual de usar aplicadores de algodón para
imponer el santo crisma en la frente.
15. Coro: no hay restricciones
16. Crucifijos/cruces: no se permite que la congregación en general toque o bese los
crucifijos/cruces; los sacerdotes pueden hacerlo si se desinfectan después de la
celebración.

17. Cubrebocas para los celebrantes: véase “Cambios a los requisitos de cubrebocas”
antes expresados.
18. Cubrebocas para los feligreses/asistentes/concurrentes: sistema de honor para los
feligreses en general.
19. Cubrebocas para ujieres/voluntarios: véase “Cambios a los requisitos de
cubrebocas” antes expresados.
20. Desinfectante para manos para los ministros extraordinarios de la sagrada
eucaristía: continúese su disponibilidad y uso.
21. Desinfectante para manos para los sacerdotes/diáconos: continúese su
disponibilidad y uso.
22. Desinfectante para manos para ujieres/voluntarios: continúese su disponibilidad y
uso.
23. Distancia física: se recomienda una distancia de tres (3) pies; la parroquia lo puede
decidir.
24. Estatuas/objetos sagrados: no se permite que la congregación en general bese o
toque las estatuas o los objetos sagrados; los sacerdotes pueden hacerlo si se
desinfectan al concluir la celebración.
25. Exequias: ahora se permite la aspersión de agua bendita sobre el ataúd.
26. Fotografía: se requiere cubrebocas para el fotógrafo; no se requieren cubrebocas
para quienes están vacunados.
27. Hospitalidad: no se permite el autoservicio; quienes la sirvan continúan usando
cubrebocas y guantes.
28. Incienso: no se permite en este momento.
29. Límite de cupo: se recomienda una distancia de tres (3) pies; la parroquia lo puede
decidir.
30. Misalitos: no se permiten en este momento debido a su uso compartido.
31. Misas transmitidas en vivo: pueden continuar, pero no como sustituto del precepto,
excepto lo aquí indicado.
32. Monaguillos: no hay restricciones
33. Ofertorio: no hay restricciones
34. Oración/Devoción privada: no hay restricciones
35. Procesión: continúese la distancia de tres (3) pies para todas las procesiones.
36. Recitación del Padre Nuestro: evitar el estar cogidos de las manos con otras
personas.
37. Salida al final de la celebración: no hay restricciones
38. Saludo pastoral a los feligreses: absténganse de los saludos de mano; se prefiere la
opción de sostener conversaciones individuales o en grupo al aire libre por menos
de quince (15) minutos.
39. Saneamiento de las bancas: diariamente los fines de semana o después de una
celebración o un evento litúrgico con numerosos asistentes.
40. Sepelios: acátense los requisitos del director del cementerio.

41. Signo de la paz entre los sacerdotes/diáconos en el presbiterio: se permite sin que
haya contacto o roce físico.

46. Visitas a hospitales/casas de convalecencia: acátense los requisitos de la
institución; no se requiere vacunación para el paciente enfermo.
47. Visitas a las personas confinadas: no se requiere cubrebocas si el ministro
(sacerdote, diacono o ministro laico) está vacunado; no se requiere la vacunación
para el feligrés confinado.

The widespread distribution of the COVID-19 vaccine is a key to our effort to protect our communities from the virus and return to normal life. In that spirit, many of our parishes have opened their doors to serve as vaccination sites and we will continue to do so.

I want to take this moment to clarify the position of our Diocese on the moral suitability of the different COVID-19 vaccines that are being given in our two counties, and specifically at our parishes. As we have previously stated publicly, information provided by the Vatican states that the vaccines developed by Pfizer and by Moderna do not utilize cell lines that originate from fetal tissue of an aborted baby for the design, development or production of the vaccine. The Johnson & Johnson vaccine, on the other hand, is morally problematic because aborted fetal tissues were used in its production. Therefore, we have informed our partners at both the Riverside County and San Bernardino County departments of public health that we will not distribute the Johnson & Johnson vaccine at any of our parish sites. We will continue this practice, utilizing only Moderna and Pfizer vaccines, as we expand vaccination clinics at our parishes during the next six months.

At the same time, we support the position of U.S. Bishops’ committees on Doctrine, and Pro-Life Activities that if the Moderna or Pfizer vaccines are not available, it is morally permissible for a person to receive the Johnson & Johnson vaccine as a means of protecting their life and health.

As Pope Francis recently stated before, himself, receiving the vaccine, “it is an ethical choice because you are gambling with your health, with your life, but you are also gambling with the lives of others.” Let us heed the Holy Father’s words and protect ourselves, our loved ones and our communities by receiving the COVID-19 vaccine as soon as possible.

Let us also continue to pray for each other and support those most impacted by this pandemic. We ask the intercession of our Blessed Mother Mary in this time of need.

Paz y bienestar esté con ustedes al entrar en este tiempo de Pentecostés, el momento cuando nuestra Iglesia hizo público el mensaje salvador de Nuestro Señor Jesucristo. Estamos comenzando a retomar más actividades públicas ya que los impactos de la pandemia del COVID-19 van disminuyendo en nuestra Diócesis. Le damos gracias a Dios que sigue caminando con nosotros y guiándonos en lo que ha sido una jornada difícil.

La amplia distribución de la vacuna contra el COVID-19 es clave en nuestro esfuerzo por proteger a nuestras comunidades del virus y volver a la vida normal. En este espíritu, varias de nuestras parroquias han abierto sus puertas para servir como sitios de vacunación y continuarán sirviendo de esta manera.
Quiero tomar este momento para aclarar la posición de nuestra Diócesis sobre la aceptabilidad moral de las diferentes vacunas del COVID-19 que se están distribuyendo en nuestros dos condados, y específicamente en nuestras parroquias. Como previamente hemos dicho públicamente, la información proporcionada por el Vaticano indica que las vacunas desarrolladas por Pfizer y por Moderna no utilizan líneas celulares que tiene su origen en tejidos fetales de bebes abortados para el diseño, desarrollo o producción de la vacuna. Sin embargo, la vacuna de Johnson y Johnson es moralmente problemática porque sí se utilizaron tejidos de fetos abortados en su producción. Por lo tanto, le hemos informado a nuestros socios comunitarios en los departamentos de salud pública tanto en el Condado de Riverside y de San Bernardino que no estaremos distribuyendo la vacuna de Johnson y Johnson en ningunos de nuestros sitios parroquiales. Continuaremos con esta práctica, utilizando solamente las vacunas de Moderna y de Pfizer, mientras continuamos expandiendo nuestras clínicas de vacunación en nuestras parroquias los siguiente seis meses.

Al mismo tiempo, apoyamos la posición de los comités de los Obispos de los estados unidos sobre la Doctrina y las Actividades Provida que, si las vacunas de Moderna y Pfizer no están disponibles, es moralmente permitido que una persona reciba la vacuna de Johnson y Johnson como una medida para proteger su vida y su salud.

Como dijo recientemente el Papa Francisco antes de recibir la vacuna, “es una decisión ética porque estas
jugando con tu salud, y con tu vida, pero también estas jugando con las vidas de los demás.” Prestemos atención a las palabras del Santo Padre y protejámonos, protejamos a nuestros seres queridos y a nuestras comunidades al recibir la vacuna contra el COVID-19 lo más pronto posible.

Sigamos orando el uno por el otro y apoyando aquellos más afectados por esta pandemia. Pedimos la intercesión de nuestra Santísima Madre Maria en este tiempo de necesidad.

As we complete our Lenten journey this year we see once again the reality of so many thousands of
brothers and sisters coming to our Southern border, seeking survival and safety for themselves and
their children. They are seeking political asylum in our country and are legally authorized to be here
while their cases are being adjudicated. View PDF: Bilingual

Our Diocese has always treated this situation as a humanitarian crisis and an opportunity to live our
faith through service and spiritual accompaniment to those in need. We express prayer, solidarity and
action to welcome immigrants who come to us in distress. This time is no different.

Right now, the Diocese is collecting and donating needed supplies to the Galilee Center, a Catholic-
based ministry in Mecca that serves farmworkers, the immigrant community, and others in need.
Clergy from nearby parishes Our Lady of Soledad and the Sanctuary of Our Lady of Guadalupe are
also providing pastoral support to asylum seekers at the Galilee Center.

The presence of COVID-19 has complicated our ability to safely minister in person to these guests.
We are obligated to take health and safety precautions and socially distance to protect ourselves from
illness. But this does not deter our commitment to this ministry that we call “Operation Bienvenida.”

There is a role for all of us to play in “Operation Bienvenida.” Through prayer, advocacy and action we
can ease the suffering of our immigrant brothers and sisters and help to bring about a more just and
compassionate immigration system in our country. So please do bring this crisis to prayer, both
privately and in your parish liturgical settings. Advocate to your federal elected leaders for
comprehensive immigration reform that will eliminate the chaotic and inhumane conditions we are
seeing at the border. Finally, if you are able, please contribute needed essential items such as different
types of clothing, infant care products and hygiene products that are needed for this ministry right now.
We will continue to monitor this situation in the coming days and weeks, and we will be prepared to
adjust and increase our support if need be.

Queridos Hermanas y Hermanos en Cristo,

Al completar nuestra jornada Cuaresmal este año vemos una vez más la realidad de tantos miles de
hermanos y hermanas que vienen a la frontera del sur, buscando la supervivencia y la seguridad para
ellos y sus hijos. Están buscando asilo político en nuestro país y están legalmente autorizados a estar
aquí mientras se deciden sus casos.

Nuestra Diócesis siempre ha tratado esta situación como una crisis humanitaria y una oportunidad de
vivir nuestra fe a través del servicio y el acompañamiento espiritual a aquellos que tienen necesidad.
Ofrecemos oración, solidaridad y acción para darle la bienvenida a los inmigrantes que vienen a
nosotros y están sufriendo. Esta vez no es diferente.

Ahora, la Diócesis está recolectando y donando artículos necesarios al Centro Galilea (Galilee Center
en inglés), un ministerio católico en Mecca que sirve a los campesinos, la comunidad inmigrante y
otros que tienen necesidad. El clero de las parroquias vecinas Nuestra Señora de la Soledad y el
Santuario de Nuestra Señora de Guadalupe también están proveyendo apoyo pastoral a los que
buscan asilo en el Centro Galilea.

La presencia del COVID-19 ha complicado nuestra habilidad de ofrecer ministerio en persona de
manera segura a nuestros huéspedes. Estamos obligados a tomar precauciones de salud y seguridad
y practicar el distanciamiento social para protegernos de la enfermedad. Pero esto no impide nuestro
compromiso a este ministerio que llamamos “Operación Bienvenida.”

Todos tenemos un papel que desempeñar en “Operación Bienvenida.” A través de la oración, la
abogacía y la acción podemos alivianar el sufrimiento de nuestros hermanos y hermanas inmigrantes
y ayudar a hacer realidad un sistema de inmigración más justo y compasivo en nuestro país. Por
favor oren sobre esta crisis, tanto en privado y en sus liturgias parroquiales. Aboguen ante sus líderes
federales elegidos para la reforma migratoria comprensiva que eliminará las condiciones caóticas e

The Asian Pacific communities of the Diocese are an important part of our cultural family
here in the Diocese. Today, we acknowledge the pain that these communities are
experiencing throughout our nation resulting from discrimination and violence brought
against them during the current pandemic. Let us as a Diocese express our solidarity and
prayer with our Asian Pacific brothers and sisters as they confront these unjust actions
and words against them. We join them in denouncing these sinful behaviors that do not
respect the dignity given by God to every human person.

Let us also pray for the conversion of those who hold these feelings of violence and
hostility toward the Asian Pacific community. We know that God’s justice and His mercy
will prevail, and we continue to work for the building of His Kingdom in our families,
communities, and society.
